We're talking about nearly 3,500 travel documents. That's a fair whack, isn't it?
So, who exactly *are* these unexpected visa recipients? Well, the specifics are still a bit murky, shrouded in bureaucratic fog, no doubt.

But the implication is that economic migrants from Asia, Africa, and the Middle East may have jumped on the Ukrainian refugee bandwagon. Clever, or taking the biscuit?
